In November 2023 Google started requiring personal developer accounts to run a fourteen-day closed test with twelve testers. Overnight, every solo developer needed twelve people with Android phones. Most do not have them.
The requirement is reasonable in intent. Shipping an untested app to a billion devices is bad for everyone, and a fortnight of real usage catches things no amount of solo testing will. The problem is not the rule. The problem is that the rule assumes a social network most developers do not have.
What followed was predictable: tester-swap threads, spreadsheets of acquaintances, and a grey market of sellers offering twelve installs from accounts that had never been near a real phone. That last option does not just fail — it puts the developer account itself at risk, which is a considerably worse outcome than a delayed launch.

Say when you should not buy
If your deadline is flexible and your time is cheap, the free exchange is a better fit than either paid plan. We publish that on its own page rather than burying it.
